AIM Framework glossary
AI Governance Tiers
Canonical definition
AI Governance Tiers are levels of oversight, constraint, and human review matched to an AI system's motivational risk profile, with higher-risk systems placed in stricter tiers requiring tighter operational limits, more intensive monitoring, and more human supervision.
Explanation
Governance Tier assignment is calibrated against the AI-AIM profile and the AI Motivational Safety Metrics, with stricter tiers reserved for systems whose behavioural signatures (high MSI, low CSR, low AIC) most closely resemble the M-dominant pathological patterns documented in human Individuals under M-capture. The architectural difference (see AI Motivational Architecture) means that Tier assignment is a precautionary behavioural-risk allocation, not a claim that the AI system has been "captured by M" in the human-architectural sense.
