Executive M-Capture

Canonical definition

The condition in which an Individual occupying an executive level of formal institutional authority is M-captured, that is, operating with an integrated valuation in which PM is the dominant component, and uses institutional levers to raise per-transaction PM-load and transaction frequency across the entire governed population. Executive M-Capture operates through five institutional channels: extraction-favourable regulation (reshaping the legal architecture to lower friction of extraction and raise friction of contribution); status-elevation of extraction pathways (directing state honours, media, and appointments toward extraction-derived figures); suppression of Knowledge Patch dissemination (restricting, defunding, or capturing the educational, journalistic, and academic channels through which AIM Vocabulary propagates); propaganda apparatus (institutionalising the Confabulation infrastructure to produce Reciprocity narratives at scale); and narrative-authority capture (the above-threshold counterpart to the Leadership Compression Principle, in which the executive's expressed Beliefs receive disproportionate Bayesian weight due to office-attached PM-valuation). Executive M-Capture is the principal accelerant of cumulative PM in human history and the principal mechanism by which long-build societies cross the supercriticality threshold within historically compressed timescales (years to decades rather than centuries). Institutional defences against Executive M-Capture, term limits, separation of powers, judicial independence, free press, antitrust enforcement against media concentration, civil-service protections, are the principal Subcriticality Maintenance mechanisms operating at the executive scale.

Explanation

Distributed mimesis builds PM slowly. It takes centuries of trillions of small extractions to bring a society close to collapse. But if an M-captured person reaches the top of a state, with the legal, regulatory, media, and policing levers in their hands, they can compress what would have taken centuries into a few years. They reshape laws to favour extractors, hand out honours to extractors, shut down the channels through which people could learn to recognise M, build a propaganda machine, and use the authority of their office to make their own Beliefs everyone else's Beliefs. The slow accumulation was the precondition. The captured executive is the accelerant. This is why institutions designed to prevent or remove a captured executive are not optional features of a working polity. They are the main defence against the timeline being compressed beyond the society's capacity to recover.
