Novelty
Canonical definition
Novelty is the first of the three conditions a candidate Institutional Buffer must satisfy to qualify as a Restoring Node: the candidate must introduce a state variable that is not already in the system and that carries dynamics of its own, contributing new rows and columns to the network Jacobian with intrinsic negative-feedback structure, rather than reducing an existing coupling. Attenuation fails Novelty however large the reduction achieved, because the Saddle-Node Default establishes that no adjustment of the existing couplings converts the bifurcation type; attenuation extends the time to the Fold and reduces pre-fold compounding without altering the terminus. Independent media norms and low-theatre dispute resolution are the worked cases: both act on the Observability matrix and hold it at a reduced level, which is a setting rather than a variable, since neither rises or falls in response to what the loop is doing.
Explanation
A norm is a constant and a governor is a function. Editorial restraint that holds amplification down is genuinely useful and is not a governor, because it does not push harder when things get worse. Novelty is the test of whether a structure has something in it that moves in response to the state of the system, which is what a correcting mechanism requires and what a rule held at a fixed level does not have.
