AIM Framework glossary

Universal Care Claim (as Confabulation Signature)

Canonical definition

The Universal Care Claim is the empirical regularity that every apex governance holder, across every political system and historical period, claims to care for the governed, an observation that AIM explains as the architecturally predicted output of Source Opacity and Confabulation operating on M-captured leadership, rather than as evidence of universal care. Because Source Opacity destroys the source-tag distinguishing I-care from M-status-pursuit, and Confabulation generates the narrative "I do this for the people" regardless of whether the underlying motivation is genuine care or status competition, the universal care claim is diagnostically worthless without the structural testing provided by AIM's diagnostic battery.

Explanation

Every leader in history has claimed to care about the people they govern. AIM explains why: the brain's narrative system generates the explanation "I do this for the people" whether or not it is true, because the source-tag distinguishing status competition from genuine care was destroyed during common-currency integration. The M-captured leader genuinely believes they care, the confabulation is sincere. This means the claim itself tells you nothing. You need structural tests (the Two-Question Diagnostic, the Audience-Removal Test, the Pseudo-Empathy Signature, the Gap Behaviour Test, the Care-Substitution Test) to determine whether the care is real.

Epistemic status

Framework-Specific Construct. Derived from Source Opacity (Axiom 3), Confabulation (Axiom 4), and the Care-at-Apex Governance Corollary.
