Care-at-Apex Governance Corollary
Canonical definition
The Care-at-Apex Governance Corollary is the principle that for apex governance positions, care for the governed (I-empathy) is the architecturally privileged I-domain because it is the only Intrinsic Motivation capacity that simultaneously (a) stabilises the holder against M-capture by providing genuine I-engagement that escapes reference-point escalation, (b) orients the holder toward the governed population's welfare by making the population's flourishing the Object of I-engagement, and (c) produces the specific governance outputs, A-floor provision, I-domain protection, M-management, that AIM's normative architecture recommends. No other I-domain achieves all three simultaneously.
Explanation
Not all forms of genuine motivation are equally useful for governing well. A leader who is genuinely curious about policy puzzles (I-curiosity) or genuinely skilled at statecraft (I-mastery) resists the pathological status dynamics that corrupt leadership, but neither curiosity nor mastery is directed at the population's welfare by its own nature. Only care, felt concern for the governed, simultaneously protects the leader from status-capture and points their efforts at the people they serve. This is why care is architecturally privileged: it is the only I-domain that does both jobs at once.
Epistemic status
Framework-Specific Corollary. Derived from the Empathy-Mimesis Antagonism, the Apex M-Capture, and the Leadership Compression Principle.
